SUMMARY:Race to the bottom? Biometric technology\, sports events and human rights in Europe
DESCRIPTION:On the 4th of February\, the Winter Olympics will kick off in Beijing\, China\, against a dark backdrop of serious human rights concerns. International human rights associations have warned participants of serious human rights violations and security concerns linked to the games\, calling the sports event an apparent attempt to “sportswash” away its abusive rights reputation. What’s more\, there are serious security concerns about the ‘My2022’ app that participants are required to download and use. \nBut research shows that China is not the only country ‘sportswashing’ its human rights reputation. \nAhead of the upcoming 2024 Paris Olympics\, organisers in Europe are also exploring the possibility of using intrusive technologies\, such as biometric mass surveillance at major sporting events\, in spite of its high misidentification rate and threats to human rights. \nOn 4th February\, join us for the online launch of a new Greens/EFA study on the implications of biometric mass surveillance\, such as facial recognition software\, on human rights in Europe. At this study launch\, we will take a journey across Europe\, from France\, to the UK\, to Romania\, and explore how we can protect human rights in the face of dangerous and discriminatory technologies. \nThis study builds on the success of the #ReclaimYourFace campaign that has taken Europe by storm in the last year\, and takes a closer look at some of the risks associated with the use of these intrusive technologies. \nTune in on the 4th of February\, 11h00-12h15\, to discuss why we must act now for a European ban against biometric mass surveillance! \nSpeakers\n\n\nDr. Estelle de Marco\, lead researcher for the Greens/EFA study on biometric surveillance and human rights\, and a jurist specialising in the legal and ethical aspects relating to ICT\, cybersecurity\, fundamental rights and personal data protection. She holds a Ph.D. in private law and criminal sciences and a Master II degree in ICT law. She holds an interdisciplinary MSc in Human Rights\, with a research focus on feminist approaches to the sociology of Science & Technology. \n\nGaëtan Goldberg is a tech & human rights adviser at the Defender of Rights\, France. SUMMARY:Current practices of biometric mass surveillance in the EU - Study Presentation
DESCRIPTION:On 25 October\, the Greens/EFA group will publish its report on the current practices of biometric mass surveillance in the EU. The report sheds a light on how these privacy-infringing practices have already been put into use in cities\, and even entire countries in the European Union\, and provides recommendations on the regulation of biometric and behavioural recognition technologies \nMEPs Patrick Breyer and Saskia Bricmont invite you to join them for a virtual event on the 25 October from 16:00 to 17:00 CET for a presentation of the study and the interactive map on current practices of biometric mass surveillance in the European Union. After the presentation of the studies’ main findings and recommendations\, we will present two of the case studies of the use of biometric mass surveillance technologies in the EU: the Zaventem Airport experiment as well as the biometric surveillance tests at Berlin Südkreuz train station. The presentations will be followed by a Q&A session with the audience. \n👉 Register for the event here! \nWe are happy to welcome the following speakers to the event \nFrancesco Ragazzi: Dr. Francesco Ragazzi is associate professor in International Relations at Leiden University (Netherlands) and associated scholar at the Centre d’Etude sur les Conflicts\, Liberté et Sécurité (France). He holds a PhD from Northwestern University and Science Po Paris. His research interests include diaspora politics\, counter-radicalisation\, counter-terrorism\, surveillance and more recently algorithmic politics. His current research project\, funded by an ERC consolidator grant\, explores the security uses of computer vision in areas such as biometric surveillance\, social media content moderation or border control. His work has been published in peer-reviewed journals such as International Political Sociology\, Security Dialogue\, Political Geography\, Journal of International Relations and Development\, Journal of Ethnic and Migration Studies and Cultures & Conflicts and has featured in various edited volumes. He serves on the editorial board of the journals International Political Sociology\, Citizenship Studies and Cultures & Conflicts. \nJérémy Grosman: Jérémy Grosman is a researcher in ethics of technology at the Research Centre in Information\, Law and Society (CRIDS) of the University of Namur (Unamur). Jérémy had the opportunity\, along the last years in the context of European and Belgian research projects\, to collaborate with engineers developing automated image analysis technologies so as to document some of their social and ethical bearings. \nCharlotte from “Digitale Freiheit”: Charlotte will represent the German organisation “Digitale Freiheit”. Digitale Freiheit is an Initiative for data protection and informational self-determination. With political actions and parties\, they bring the issue of mass surveillance critically into the public eye. Between 2017 and 2019\, the initiative mobilised protests and raised awareness against the experimental use of facial recognition technology at the railway station Berlin Südkreuz.  \nMEP Saskia Bricmont (Greens/EFA): Saskia Bricmont has been a Member of the European Parliament in the Green/EFA group since May 2019. In the European Parliament\, she sits in the Committee on Civil Liberties\, Justice and Home Affairs (LIBE). She works mainly on issues related to migration\, judicial and police cooperation and the defense of fundamental rights\, especially in the so-called digital world. She defends a project of open\, altruistic and tolerant society\, respectful of rights and freedoms. She is involved in the campaign against mass surveillance and the banning of facial recognition in Europe. Saskia also sits in the International Trade Committee. \nMEP Patrick Breyer (Greens/EFA): Patrick Breyer is a jurist and Member of the European Parliament with the European Pirates\, members of the Greens/European Free Alliance Group. As a member of the Committee for Civil Liberties and Home Affairs and of the Legal Committee\, his political work concentrates on safeguarding fundamental rights in the digital age\, particularly with regard to privacy\, citizen participation and democracy. With the upcoming Artificial Intelligence Regulation\, the European Union has the chance to safeguard our fundamental rights and to ban biometric surveillance technologies that magnify the discrimination that women\, people of colour and other marginalised groups in the European Union already face today.

SUMMARY:Free speech in an era of disinformation. How should Europe regulate social media?
DESCRIPTION:Join the event on Zoom or on Facebook \nThe recent ban of Donald Trump from basically every social media platform has reignited the debate about who decides who else gets to have free speech. German Chancellor Angela Merkel warned that the “fundamental right” of freedom of expression should be regulated by the law\, “not by the managers of social media platforms”. France’s finance minister Bruno Le Maire labelled the control that Facebook\, Twitter and other social media networks have over the online space as a “digital oligarchy”. \nWho is really in control in our democracies: private companies or democratically elected public officials? What does the Trump’s social media ban tell us about the power of Twitter\, Facebook\, YouTube and other platforms? How can the EU address conspiratorial\, fake and violent content online\, without disproportionate restrictions on the freedom of expression? What role is the new Digital Services Act (DSA) expected to play in this dynamic? Does the Commission’s proposal for the DSA contain the elements that will make the dominant online players assume responsibility over the content shared on their platforms? How could the current setting be improved when it comes to transparency\, monitoring and enforcement of EU-rules? Should Facebook\, Twitter and other social media be treated as publishers rather than tech firms and\, in this way\, be more accountable for the content available on their platforms? \nWe will try to answer these questions with: \n\nPatrick Breyer\, Member of the European Parliament for the Pirate Party (Greens/EFA group). He works on issues linked to privacy\, the free Internet and\, more in detail\, the Digital Service Act\, i.e. the biggest EU revision of internet rules in 20 years;\nJudit Bayer\, Professor of Media Law and International Law at the Budapest Business School\, University of Applied Sciences. She has authored several books and articles about freedom of expression on the internet\, the liability of internet service providers\, public service broadcasting and human rights.

SUMMARY:Face surveillance vs Facial Authentication: What is it and why should biometric mass surveillance be banned in the public space?
DESCRIPTION:Please register here to join the event \nOften when people think of facial recognition\, they think about unlocking their phones with their face. Facial authentication is used to verify that someone is who they say they are\, when for example gaining secured access to a building or traveling through a passport gate. This is a one-to-one comparison. \nFacial recognition\, on the other hand\, is used to identify a person in crowds\, on the streets or in pictures\, so you can see who someone is. This means a face can be matched with a huge database of faces to determine who you are\, even without your consent. This is a one-to-many comparison. \nNow\, why exactly is opening your phone with your face less risky than facial recognition in the public space? And what are the specific risks that facial recognition entails? \nIn this event\, we will discuss with experts how both techniques are different – both in how they work and in the degree of consent provided. Together with international experts. we will address the different risks\, from bias and discrimination\, serious privacy concerns\, mass surveillance to rule of law. \nNot only is the entire principle of biometric surveillance an enormous breach of our right to privacy\, because it happens without our consent\, let alone our knowledge. We do not want a society in which people are automatically judged and classified based on their appearances. \nThis event will discuss the dangers of using facial recognition technologies in the public space with experts and NGO’s\, bring these issues to the attention of the broader public and see what would be the best way forward. \nSpeakers \n\nLotte Houwing: Policy advisor and researcher at Bits of Freedom. At the same time\, there has been a global uproar against the usage of these technologies due to their alarming consequences for fundamental rights\, fuelling mass surveillance and racial discrimination. DESCRIPTION:The event will explore the fundamental role that encryption plays in ensuring cybersecurity and users’ privacy online but also how it can be abused by criminals and how it adds another layer of complexity to criminal investigations. In this context\, in the past several national governments have called for Internet Service Providers to implement “software backdoors” to obtain lawful access to private communications of suspected criminals. Aus „Save The Internet“ ist „Reclaim your Internet“ geworden. \n„Wir haben uns das Ziel gesetzt\, unser Internet\, wie wir es kennen\, zurück zu holen“ \nerklärt Patrick Breyer\, Spitzenkandidat der Piratenpartei zur Europawahl. \n„Am Tag vor der Europawahl ist der Zeitpunkt gekommen\, für ein freies Internet und ein faires Urheberrecht auf die Straße zu gehen. Diese Europawahl muss zur Denkzettelwahl für die Feinde des freien Internets und der Meinungsfreiheit werden. Die Piratenpartei lädt ein.\n \nStart der Demo: Brandenburger Tor 16 Uhr \nAb 17 Uhr: Kundgebung mit Diskussion am Bebelplatz \n\nDas Grundsatzprogramm der Piratenpartei Deutschland stellt die Verteidigung und Weiterentwicklung der Grundrechte in den Mittelpunkt. Deshalb ist der 70. Jahrestag des Grundgesetztes für uns von besonderer Bedeutung. \nAm 23. Mai laden wir in Berlin zu einer Demonstration mit anschließender Kundgebung und Diskussion ein. DESCRIPTION:Eine Podiumsdiskussion zum Thema „Sicherheit auf Vorrat oder Gefahr für den Rechtsstaat?“ bietet die Jurastudentenvereinigung ELSA-Mainz e.V. am 13.05.2019\,  um 18:30 Uhr\, an der Johannes Gutenberg-Universität (JGU) in Mainz (Hörsaal N3). \nTeilnehmer der Runde sind der Europapolitiker Dr. Patrick Breyer und der Kriminaldirektor Frank Thiede vom BKA. Sie werden unter der Moderation von Prof. Dr. Bäcker\, Inhaber des Lehrstuhls für Öffentliches Recht und Informationsrecht\, insbesondere Datenschutzrecht an der Universität Mainz\, laut Ankündigung „über Erfahrungen aus der Praxis\, Interessen und rechtliche Bedenken hinsichtlich der Vorratsdatenspeicherung“ diskutieren. Dabei soll es um Fragen gehen wie: „Werden wir alle verdächtigt? Was rechtfertigt es\, dass unsere Daten gespeichert werden? Oder geht die Speicherung gar nicht weit genug\, um Kriminalität und Terrorismus effektiv bekämpfen zu können?“ \nFür interessierte Zuhörer besteht zudem auch Gelegenheit\, sich in die Diskussion einzubringen.

DESCRIPTION:Die Urbanisierung ist auch im 21. Jahrhundert unaufhaltsam. Dadurch werden Städte in Hinsicht auf Energie- und Ressourcenverbrauch\, Klimawandel und die Zukunft auf unserem Planeten immer wichtiger. Bei diesem Prozess wird insbesondere die Digitalisierung das Leben in modernen Städten auf den Kopf stellen. Das Wesen der Arbeit wird ein anderes\, die Art der medizinischen Versorgung sich radikal ändern\, unsere Kommunikation und unsere Freizeit werden eine andere sein und schließlich wird vor allem ein riesiger Effizienzschub viele Dinge einfacher\, schneller und kostengünstiger machen. In diesem Prozess liegen große Chancen. \nAber natürlich bergen die neuen technischen Möglichkeiten auch Gefahren. Cyberkriminalität ermöglicht zuvor nicht denkbare Möglichkeiten des Lobbyismus und der Korruption. Die alltägliche Verfügbarkeit von Daten erfordet es\, Datenschutz und Datensicherheit vollkommen neu zu denken. Und nicht zuletzt wecken die digitalen Möglichkeiten der Überwachung auch Begehrlichkeiten auf Seiten des Staats: z.B. Staatstrojaner\, Gesichtserkennung\, Bewegungsprofile und Big Data. \nZu diesen Themen werden Dr. Patrick Breyer und Anja Hirschel diskutieren.
